BBC - Wiltshire Weather - It's Groundhog Day - again!

Groundhog Day in New York City - Ground Hog Day in New York
The legend of Groundhog Day is based on an old Scottish couplet: "If Candlemas Day is bright and clear, there'll be two winters in the year." With that in mind, groundhogs across the country (most famously Punxsutawney Phil) emerge from their dwellings on February 2 and judge whether winter is waning or we have six more weeks to go. Although not of the same fame as Punxsutawney Phil, New York City has its own groundhogs and events to celebrate Groundhog Day.

The Straight Dope: If groundhog sees shadow, why MORE winter
Why, on Groundhog Day, if the groundhog sees its shadow, does it mean that there will be six more weeks of winter? Presumably if the weather was nice enough to see a shadow, winter would be over.

The Weather Doctor Almanac 1998
And not just any shadow, but the shadow a small, furry member of the rodent family commonly known in North America as the groundhog. Or at least that is what "weather" folklore tells us.
